Is this weather dressing sample really free?

Why is the thunderstorm card in the free sample?

Because it is the page where being wrong is dangerous, and it should not sit behind a paywall. The National Weather Service is explicit that there is no safe place outside during a thunderstorm, so the card teaches going inside a building or a closed vehicle and waiting thirty minutes after the last thunder, and it says plainly that a raincoat does not protect you from lightning.

Who is it written for?

Teens and young adults from about 13 to 22 in special education. The pack was renamed away from the phrase used with small children for exactly this reason: the wording and the photographs are built so an older student is not talked down to.
