Every handwriting goal in an IEP contains a decision that almost nobody says out loud: whether this student is going to write by hand as an adult.

Teams answer it implicitly, by writing another year of letter formation, or by quietly not writing a handwriting goal at all. Both are answers. Neither has been discussed with the family, and the student usually finds out which one was chosen by how much of school hurts.

Making that decision explicit is the most useful thing a team can do in this domain.

The handwriting decision

There is no age at which remediation should stop, and there is a question that decides it: is handwriting still the barrier between this student and showing what they know?

If a student has had explicit, sustained handwriting instruction for two or more years and still cannot produce enough legible text to demonstrate learning, another year of the same is usually buying less than a keyboarding goal and an accommodation would. That is not giving up. It is redirecting effort toward the outcome the handwriting was for.

The decision belongs in a meeting, with the family, and it belongs in writing. When it drifts instead, two things happen: the handwriting goal gets rewritten each year with a slightly lower criterion, and the student spends a decade being assessed on the one channel that is hardest for them.

Where the answer is that handwriting stays a target, the goal should say why and what it is for, because "improve handwriting" without a purpose produces the endurance problem below.

Legibility is often measuring endurance

Two handwriting goals can look identical and test different things.

Legibility on a single dictated sentence measures letter formation. Legibility across a full page measures formation plus the ability to keep going, and for many students with motor difficulties the second one collapses long before the first does. A student whose handwriting is fine for three lines and unreadable by the bottom of the page does not have a formation problem to solve.

Say the quantity in the goal, and pick it deliberately. If the point is formation, keep the sample short and make the rubric strict. If the point is that the student can produce a paragraph in a lesson, say a paragraph, and expect the number to move more slowly, because endurance is trained rather than taught.

The same split applies to typing. Words per minute on a copied passage and words per minute while composing are different skills, and the second is the one that matters in a classroom.

Written so the person holding the data sheet can score it

Motor goals have a structural problem that other domains do not: they are usually written by an occupational therapist who sees the student for half an hour every week or two, and scored, if the data is going to be real, by staff who see the student all day.

That means the wording has to survive the handoff. Terms of art that make sense in a therapy report will be interpreted loosely by whoever is marking the sheet on a Thursday. If a goal names a grip, say what counts. If it names legibility, attach the rubric rather than the word. If the therapist is the only person who can score it, the goal will be measured six times a year on the days the student happened to be having.

The practical version: write the goal so a paraprofessional could score it correctly without asking, and keep the harder measurements inside the therapy session where the expertise is.

Gross motor goals are access goals

An IEP is not a physical education plan, and gross motor goals earn their place by what they unlock.

Getting on and off playground equipment safely, managing stairs, moving through a corridor at transition time, carrying a tray in a cafeteria, and handling a bag are all about taking part in the school day. Written that way they are straightforwardly educational, and the data can be collected where the skill happens.

A goal to get better at a sport in general is a harder case unless it is tied to a documented need and to participation. The test worth applying is whether the skill changes what the student can join in with.

Motor targets hiding in other domains

This domain is the one most often smuggled inside another goal, and the bundling is what makes those goals uninterpretable.

A writing goal that asks for organization, elaboration and neat handwriting cannot tell the team whether a weak sample reflects planning or hands, so keep composition in written expression goals and keep the mechanics here. An adaptive goal for tooth brushing that stalls on the toothpaste cap has a fine-motor step inside it, and retaught as hygiene for another year it will not move; adaptive IEP goals covers where that line falls.

Fine and gross motor goals

Every goal below is tagged with an age band and a functional level, and each can be opened in the builder to swap in the student's name, adjust the criterion, and set the measurement method.

Tools belong in the condition

A pencil grip, slant board, adapted scissors, keyboard, or speech-to-text changes the task, which means it changes what the goal is measuring.

Name the tool in the condition and the data stays honest across staff and across years. Leave it out and the same goal is scored one way by an adult who provides the grip and another way by an adult who does not, and the difference will look like the student regressing.

Assistive technology does not remove the need for a motor goal; it moves it. When a student switches to a keyboard, the useful targets become fluency with the tool, positioning, and endurance across a real task. That is still a motor goal, and it is a more honest one than another year of letter formation for a student who has already told everyone, through years of data, what their hands are going to do.

What is a good fine motor IEP goal?
One that names the tool, the amount of work, and the measurement. For example: 'Given a tripod-grip pencil and a paragraph dictation task, the student will produce legible handwriting at 20 or more letters per minute in 4 out of 5 samples across 9 weeks, as measured by a handwriting legibility rubric.' The tool is stated because a pencil grip changes the task, the quantity is stated because legibility falls with fatigue, and the rubric names how legible is judged rather than leaving it to whoever is marking.
When should a team stop remediating handwriting and teach typing?
There is no age that answers it, but there is a question that does: is handwriting still the barrier between this student and showing what they know? If a student has had explicit handwriting instruction for two or more years and still cannot produce enough legible text to demonstrate learning, further remediation is usually buying less than a keyboarding goal plus an accommodation would. This is a team decision with the family, and it should be written down rather than drifting.
Should handwriting goals sit in the writing domain or the motor domain?
Motor. Written expression covers what the student composes: organization, elaboration, purpose. Handwriting and keyboarding cover how it gets onto the page. Bundling them produces a goal that cannot be interpreted, because a weak sample could be a planning problem or a physical one, and the instruction that follows will be aimed at whichever the reader assumed.
Do gross motor goals belong in an IEP?
When the need affects access to education, yes. Getting safely onto playground equipment, navigating stairs and hallways, carrying a tray, and managing a bag are all access. A goal to improve at a sport generally is not, unless it is tied to a documented need and to participation. The test is whether the skill changes what the student can take part in during the school day.
Who should collect motor goal data?
Whoever is with the student when the skill happens, which is usually not the therapist. An OT may see a student for half an hour every week or two, and a goal measured only in those sessions is scored on a sliver of the student's real performance. Write the goal so a classroom adult can score it, and use the therapy session for teaching and for the harder measurements.
Does assistive technology replace a motor goal?
It changes what the goal should be, rather than removing the need for one. If a student uses speech-to-text or a keyboard, the motor goal becomes about operating that tool fluently, positioning, and endurance. Naming the tool in the condition keeps the data honest, because the same task with and without the tool is two different skills.
