Which Numbers Do Children Find Hardest?

The commonly reversed ones are 2, 3, 5, 7 and 9, and reversals are entirely normal well into the first year of formal schooling. They are a sign that the shape is still being learned, not a sign of a problem.

What helps is consistent starting points rather than more repetitions. Every digit except 8 starts at the top, and most start at the top left. Naming the starting point aloud while the child traces the number builds that habit on every attempt.

The teen numbers are their own difficulty. Thirteen sounds like it starts with the three, so children write 31. That is a language problem before it is a writing problem, and it is worth saying the number aloud while the child writes it.

How Big Should The Numbers Be?

The signal to move a child up a level is not a number of correct repetitions, it is what happens at the level above. Print a sheet that fades, and look at where on the page the formation falls apart. That is where the child is, and it tells you more than a tally does.

If the last line is consistently good, they do not need the sheet any more.

Number Formation Versus Counting

These sheets teach the motor act of writing a numeral. That is a different skill from knowing how many things the numeral stands for, and a child can be fluent at one and not the other.

It matters for goal writing. "Writes the numerals 0 to 9" and "counts a set of up to ten objects" are two goals, they progress at different rates, and collapsing them into one hides which of the two a child is actually stuck on.
