Initial IEP Meeting Prep (First-Time Parents)

The initial IEP meeting comes after the evaluation has found your child eligible. It sets the baseline IEP that everything else builds on. These sample prep sheets give you the questions to ask and the rights to invoke as a first-time IEP parent.

When to use: Use when your child has just been found eligible for special education and you are walking into your first IEP meeting. The team will draft the baseline IEP and ask for your consent before services begin.

Frequently asked questions

When does the initial IEP meeting happen?
Under 34 CFR 300.323(c), within 30 calendar days after the IEP team determines the child is eligible for special education. The IEP must be in effect at the beginning of each school year.
What must the initial IEP include?
Under 34 CFR 300.320, every IEP must include: present levels of academic and functional performance, measurable annual goals, how progress will be measured, special education and related services, supplementary aids and services, accommodations, the extent of participation in general education, and projected dates/duration of services.
Do I have to agree to the initial IEP?
Under 34 CFR 300.300(b), parental consent is required before initial provision of special education and related services. If you do not consent, the school cannot provide IEP services. You can also consent to part of the IEP and not consent to other parts.
What if I'm not ready to consent at the meeting?
You do not have to consent at the meeting. Take the IEP home, review it, and respond in writing. The school cannot start IEP services until you consent. Be aware that until you consent, your child does not receive special education services.
Can I request changes to the IEP after the meeting?
Yes. Under 34 CFR 300.324(a)(4), parents and the district can agree in writing to amend the IEP without convening a full team meeting. Or, you can request another full IEP meeting to address concerns.
