ARD Meeting Prep (Texas)

Texas calls IEP team meetings ARD (Admission, Review, and Dismissal) meetings. The framework is the same as IDEA plus state-specific provisions. These sample prep sheets cover annual ARDs, initial ARDs, and ARDs after disciplinary referrals.

Annual ARD committee meeting (Texas)

When to use: Use when you are walking into a Texas ARD committee's annual review meeting. The ARD committee is Texas's name for what IDEA calls the IEP team, governed by IDEA plus Texas 19 TAC ยง89.1050.

[ ] Under Texas 19 TAC ยง89.1050, the ARD committee must include the parent, the student's general education teacher, special education teacher, LEA representative, someone who can interpret evaluation results, and the student where appropriate.

What is an ARD meeting?
ARD stands for Admission, Review, and Dismissal. It is Texas's name for what IDEA calls the IEP team meeting. The committee is governed by IDEA (34 CFR 300.321-300.324) plus Texas 19 TAC ยง89.1050.
Who must attend the ARD meeting?
Under Texas 19 TAC ยง89.1050 and IDEA, required members include: parent, the student's general education teacher, special education teacher or provider, an LEA representative who can commit resources, someone who can interpret evaluation results, and the student where appropriate. Other participants can be invited by parent or district.
How much notice does the district have to give for an ARD?
Texas 19 TAC ยง89.1050 requires the district to provide written notice of the ARD meeting. Reasonable advance notice with the date, time, location, purpose, and who will attend. Most districts provide at least 5 to 10 school days of notice.
Can I bring an advocate to the ARD?
Yes. Under 34 CFR 300.321(a)(6), parents may bring other individuals with knowledge or special expertise regarding the child, including advocates, attorneys, evaluators, and family members. Notify the district in advance of additional participants.
What if I disagree with the ARD committee's decision?
Texas provides 10 school days to request a reconvened ARD if you disagree with the committee's decision. You also have all IDEA dispute resolution options: mediation, state complaint, or due process.
